Urban legends tap into our most primal fears, and one of the most subterranean involves a call for help that is either laughed at or ignored by the authorities. Again and again, we cry out only to be dismissed by our friends, the 911 operator, or random people on the shore. Towards the beginning of Bernard Rose’s “Candyman,” we are told an urban legend about a woman who lives in a high-rise public housing project and who calls 911 but is not taken seriously by the authorities. Her body is discovered not long after, having been savagely slashed to death. The Candyman has struck once more, this time with a vengeance.

What is the identity of the Candyman? According to the film, he is a powerful supernatural being who haunts Cabrini-Green, a housing complex on Chicago’s Near North Side that houses the homeless. He entices victims with candy or hides razor blades in Hollywood treats – the specifics are vague and dreamlike – and his hideout is an abandoned apartment on one of Cabrini’s upper floors, which he uses as a base of operations for his crimes.

Rose is a director who enjoys stories about supernatural beings intruding on our everyday lives. His brilliant film “Paperhouse,” about a young girl whose drawings appear to have an impact on the life of a boy in her feverish dreams, used images of razor-sharp reality to suggest that the dreams were as real as the rest of the film. “Paperhouse” was released in 1989. The film “Candyman,” which is based on a Clive Barker story and was written by Rose, accomplishes the same thing. We believe we will discover that the Candyman is actually a real, live human being – a serial killer who is using the legend as a cover to carry out his murderous plans. What we discover is both more terrifying and more intriguing than we could have imagined. He could very well be a figment of someone’s imagination.

Just as urban legends are based on the real fears of those who believe in them, certain urban locations have the ability to evoke fear in those who visit them. Empty apartments on the upper floors of public housing projects are widely believed to be occupied by gangs, according to popular belief. We perceive a genuine threat to the women, while they are searching for what they believe to be an imaginary threat.

Then the plot thickens even further. Rose evokes Hitchcock’s favorite formula, the Innocent Victim Wrongly Accused, which is featured in many of his films. In the same way that the Candyman’s victim dialed 911 and was not believed, Madsen is apprehended by the police and her story is dismissed with contempt. It’s all a little bit intriguing. There are some elements of the plot that may not hold up in the clear light of day, but that didn’t bother me too much in the end. What I liked about a horror film was that it scared me with ideas as well as gore, rather than simply with gore alone.
