When it comes to the case of rapper The Notorious B.I.G., director Brad Furman wants to dig into one of the most famous celebrity murders of all time with a “Zodiac” level of procedural obsession, but the film succumbs to flat storytelling and direction that can’t figure out how to tell this tale in the limited time frame available. The reality is that the investigation into Christopher Wallace opens up a slew of new possibilities for uncovering years of corruption within the Los Angeles Police Department. There’s a reason there have already been so many documentaries and even a TV series about B.I.G. and Russell Poole. The film “City of Lies” simply does not contribute anything new to the conversation.

Ultimately, “City of Lies” is about two obsessions: one of a cop whose life was torn apart by the roadblocks he encountered in his pursuit of justice for Voletta Wallace, the mother of the slain rapper, and the other of a journalist who contacts Voletta Wallace two decades after the murder when he is asked to write an anniversary piece for the rapper’s mother, who was murdered. In the beginning of the film, Jack Jackson (Forest Whitaker) believes he has Poole figured out. He mocks the detective’s wall of pinned photos, claiming it is an obvious sign of a conspiracy theory nut. Of course, as he digs deeper into the evidence uncovered by Poole’s investigation, Jackson comes to the conclusion that the Wallace case was left unsolved for a reason: solving it would bring the LAPD to its knees.
But you shouldn’t waste any more time and start this City Of Lies quiz.

“A murder like that only goes unsolved because the police don’t want to solve it,” says the detective. This has long been the thrust of the conspiracies around the death of Christopher Wallace. He was murdered in the middle of the street, in full view of a large number of witnesses at a busy intersection, and the police aren’t getting anywhere with their investigation? Maybe there’s a reason for that? As is only natural for a good detective like Poole, the obstacles he encounters and the corruption he unearths drive him nearly insane, and Depp delivers his best performance in years, finding the right world-weary tone without overplaying that aspect of his defeated veteran. Although engaging character work by always welcome actors such as Toby Huss and Shea Whigham is wasted on a film that doesn’t know what to do with it, he is unquestionably the best thing about “City of Lies.” Whitaker suffers the most from a lack of direction, and at times he appears to be unsure of what he is supposed to be doing on stage. As a result, Furman’s direction consistently fails to deliver for his actors. It’s a sign that things aren’t going well when Voletta Wallace can’t really play herself convincingly. Of course, it is not her fault, but rather the fault of the over-written dialogue that was given to her, as well as the shapeless direction of the film.

That’s the impression you get throughout the majority of “City of Lies”: that there are pieces here that work, but no one has figured out how to put them together into an entertaining or educational piece of filmmaking. A drab, overly familiar affair that serves only to remind us that Depp would have made an excellent transition into old man roles had his personal life and on-set behavior not derailed his career.

The fact that this film has been sitting on the shelf since it was filmed in late 2016 only adds to the sense of impending doom. Even four years ago, Christian Contreras’ script would have seemed out of date; it’s even worse now. As Jackson grows closer to Poole, the story takes on the feel of a friendship story, despite the fact that it is ultimately manipulative in nature. Is this some sort of murder mystery? Is it a procedural? Is this a story about police corruption? As a closing statistic implies, is this a commentary on inequity in relation to homicides of people of color? It encompasses all of the elements listed above, but not to the extent that any of the possible story approaches are satisfactory. Any good journalist understands that they must break a story in order to figure out the best way to tell it to their readers in the most effective way. That was something “City of Lies” never bothered to do.
