As with the first installment of “Neighbors,” the second installment is both good and bad news. As my low star rating indicates, the majority of the time, it is a very bad news proposition for this reviewer. However, it becomes tiresome to risk provoking reader hostility by dumping on a deeply mediocre popular/populist comedy that has become popular in recent years.
So let’s look at things from the perspective of a half-glass-full of good news. In the event that you enjoy Seth Rogen as a general rule, this film, in which he reprises his role as put-upon want tobe-responsible husband and father Mac Radner, offers some of what could be considered satisfactory Rogen material: some rough verbal humor, a lot of marijuana jokes, the spectacle of the chunky comic actor with his shirt off, and a little more of all of that. Despite the fact that Rose Byrne reprises her role as Kelly, Mac’s refreshingly salty wife in “Neighbors,” Rogen and Byrne demonstrate a comic chemistry in their banter that isn’t entirely without credibility. Known for his role as frat party boy Teddy, Zac Efron has proven to be both consistently game and frequently shirtless, which means something different and potentially exciting when you’re Zac Efron. While the film’s humor is less raucous and vulgar than the original, it is nonetheless amusing. Consequently, if you’re already a fan, this might be just the thing to satisfy your craving.

The bad news is that, in terms of cinematic quality, “Neighbors 2: Sorority Rising” barely qualifies as a feature film. It appears to have gone through some sort of shredder during the editing process. The basic premise of the film is a gender-reversed version of the first film’s; for example, the Radners, now with a two-year-old child, have their domestic stability threatened by a neighboring sorority rather than a fraternity, as in the first film. (Therefore, the name.) Although it appears to be straightforward, the process of configuring this switch takes significantly longer than you might expect. It’s possible that the filmmakers want to make some kind of mild political statement advocating feminism, or that they have some other reason for doing so—for example, they might be completely clueless about what they’re doing. I say this because, despite all of the throat-clearing and exposition leading up to the formation of the party-friendly sorority known as Kappa Nu, not a whole lot of it makes any sense.

In the end, the film is reduced to a series of sketches, with Experiments in Outrageous Humor (such as small children interacting with sexual toys, a highly unsanitary attack on the Radner house by the sorority, employing an incredibly specific choice of spongy weapon) taking precedence over character development and narrative coherence. The plot is so flimsy that the movie essentially repeats the same “what are we going to do?” scene at the sorority house less than ten minutes after the first one takes place. As a result of learning that the film has five screenwriters who have been credited, this appears to be either more or less perplexed.
