On the outskirts of a small village in October 1986, two women are discovered dead after having been raped. Inexperienced local investigator Park Doo-man is overwhelmed by the case because the evidence was improperly gathered, the police’s methods of investigation were dubious, and their forensic technology was almost nonexistent. Park asserts that he can identify offenders by their eye contact. Baek Kwang-ho, a boy with mental impairment who used to follow one of the victims around town, is the subject of his inquiries.
