The only survivor of a massacre that happened the previous Halloween is being interviewed by talk show host Monica Brown as the guy watches on a small TV. Brown says that the killer, known only as “Art the Clown,” had his corpse removed from the morgue, raising the possibility that he was still alive. The disfigured woman claims she saw him expire, though. The man, later identified as Art the Clown, violently kicks the TV and stuffs a garbage bag with items with blades. After the interview, Monica speaks negatively about the interviewee because of her appearance in a phone conversation with her companion. She encounters the Cat Lady inside, a delusional squatter who thinks the toy she is carrying is her young child. Getting into Dawn’s vehicle, Art kidnaps her. Then, inside the apartment complex, Tara runs into Art, who pursues her and uses a scalpel to assault her. When she finally submits, he sedates her and knocks her out. Tara wakes up strapped to a chair, and Art shows her Dawn, who is hanging upside-down. He makes Tara watch as he uses a hacksaw to split Dawn in two. He pursues her and pins her down in a closet, but then he notices Mike’s coworker coming into the office. Art pursues Vicky after ambushing him and beheading him.
