The quality of animated films fluctuates with the tide of Hollywood, just like the quality of any other genre. Perhaps only as a punishment for the children who forced their parents to sit through its predecessor, but that’s all there is to it. Our second serving, however, is noisier, more frantic, cruder, and less amusing than the first. You may wonder why this is the case. Of course, money is involved. The Canadian-South Korean-American production, which had a reported budget of $42 million, grossed more than $120 million worldwide, with more than half of the money coming from markets other than the United States and Canada.

Surly and the others band together in an attempt to sabotage the crews responsible for destroying the property. In order to keep them at bay, the mayor hires an animal control company, and his evil scheme to make money while endangering lives by installing faulty rides continues apace. And there are only three fairly amusing characters who, at least in my opinion, save this mediocre attempt at family entertainment from complete failure. Again, Maya Rudolph steals the show as Precious, a pug with bug-eyed eyes who has a proclivity for licking the fur of her canine companions. Her reward is a French bulldog beau named Frankie, who is so smitten with her that he regurgitates his food so that she will not go hungry while she is away on business. Okay, that’s a little disgusting. However, the fact that Bobby Cannavale provides his voice and most likely had an impact on his pooch’s handsome appearance more than makes up for it. Aside from that, he and Precious make me laugh every time he says that they, like Brangelina before them, are “Fracious.”
