In 1953 Los Angeles, LAPD Sergeant Edmund Exley is determined to live up to his father’s reputation, famed detective Preston Exley, who was assassinated by an unknown assailant whom Exley privately nicknamed “Rollo Tomasi,” his prototype of “the guy who gets away with it.” Against the advice of precinct captain Dudley Smith, he volunteers to testify against corrupt police officers engaged in the “Bloody Christmas” case in return for promotion to Detective Lieutenant. Plainclothes Officer Wendell “Bud” White is obsessed with punishing men who mistreat women, owing to his own mother’s death at the hands of his father. White despises Exley because his colleague, Dick Stensland, was dismissed as a result of Exley’s testimony. With gangster Mickey Cohen imprisoned for tax evasion, Smith hires White to torture and scare away out-of-town crooks attempting to establish themselves in Los Angeles. White meets Lynn Bracken, a prostitute who looks like Veronica Lake, and former cop Leland “Buzz” Meeks at a liquor shop. Hudgens enlists Vincennes to arrange a homosexual encounter between struggling actor Matt Reynolds and District Attorney Ellis Loew in order to generate a lucrative scandal. Following the murder of Reynolds, a guilt-ridden Vincennes joins Exley’s investigation to locate the killer. Later, Vincennes confronts Smith with proof that Meeks and Stensland collaborated under Smith’s command a decade before, and drops an investigation on Patchett, who had Hudgens photograph businessmen with prostitutes in a blackmail scheme. They infer that Stensland murdered Meeks for the stolen heroin, and that the Nite Owl murders were staged to enable Smith to kill Stensland. Smith’s men used planted evidence to frame three African-Americans for the Nite Owl killings. Exley and White question Loew and discover that Smith and Patchett have been taking over Cohen’s criminal empire, helped by Hudgens’ blackmail photos, and that the killings were the result of Smith tying up loose ends.
