Kanji Watanabe has been in the same monotonous bureaucratic job for thirty years and is about to resign. His wife is no longer alive, and his son and daughter-in-law, who reside with him, appear to be primarily concerned with Watanabe’s pension and their future inheritance. He contributes to continuous bureaucratic inaction at work. In one instance, a group of parents is directed to one department after another when they want a cesspool removed and replaced with a playground. Watanabe tries to accept his imminent death after learning he has stomach cancer and has less than a year to live. He intends to inform his son about the cancer, but changes his mind after his son ignores him. He then seeks solace in the pleasures of Tokyo’s nightlife, aided by an eccentric novelist he has recently encountered. The next day, Watanabe runs into Toyo, a young female subordinate who requires his signature on her resignation. He finds solace in her joyous love of life and enthusiasm, and he attempts to spend as much time as he can with her. She finally suspects his intentions and grows tired of him. He opens up and begs for the secret to her love of life after persuading her to join him for the final time. She claims she has no idea, but she has found happiness in her new work making toys, which makes her feel as if she is playing with all of Japan’s children. Watanabe is inspired by her and understands that it is not too late for him to make a difference. He, like Toyo, wants to create something but is uncertain what he can do within the city bureaucracy until he recalls the playground lobbying. He surprises everyone by returning to work after a lengthy absence, and despite concerns that he is infringing on the jurisdiction of other departments, he starts pushing for a playground.
