Citizens live quietly during the day, while crime and illegal substances are permeating the neighborhood during the night in the city of Lisvalletta. A very harmful anthem has been seized and it must be stopped by SEVEN-O Special Crime Research Unit. The unit members operate in the “Double Decker System” group of two. Doug Billingham is an experienced researcher, and joining him is the intriguing, unknown Kirill Vrubel.
Doug centers around Douglas “Doug” Funnie, an eleven (later 12) year kid who wishes to become another face among the crowd, but he is most likely to stick out because of his strong fantasy and a strong sense of right and wrong. He maintains a notebook that he uses as an autobiography, recording several experiences throughout the series, ranging from learning to dance to a poor haircut. Dough Funnie moved to Bluffington after his dad had been promoted from the town of Bloatsburg with his family (which consisted of his parents Theda and Phil, Judy, and Porkchop). Bluffington is not in any particular U.S. state but in the United States. Bluffington, however, is founded freely in the city of Richmond, Virginia, in which Jim Jinkins was born and raised.

This profoundly personal approach is through design: Jim Jinkins built Doug as a mainly autobiographical approach to adolescence. Before a variation of the character wound up in a grapefruit commercial, Jinkins attempted to offer Doug as a greeting card line and children’s book. In the end, the creation of Jinkins took root in Nickelodeon, mostly due to his honest, down-to-earth account.
